Sounds similar to issues we are always having, if its not a hotel WiFi its WiFi/guest internet on clients sites not permitting/not allowing a custom port range that the Palo Alto VPN client requires. It can be a real nightmare to try and co-ordinate. SSL backup VPN seems to work in most of the cases where IPSec isnt permitted.
